The Three Trails TIF Plan called for resurrecting an area that has been in economic decline for years.

SCOPE: Construction Management and Regulatory/Affirmative Action Compliance – Phase I
Pre-development work included demolishing Bannister Mall, Benjamin Plaza and a former Hyper-Mart (Wal-Mart). Besides demolition of existing structures, Phase I included hotel design; design and construction of a soccer stadium;, tournament fields;  600,000 SF of retail and associated space; street improvements; parking lot; and utility improvements.
